If this is the first time you are going through this quest, then you need to go through all 14 dishes in order, so make sure to check the check box at the bottom of the form. After completing the quest for the first time, you can repeat creating the dishes in any order. Yes, that means you can brew a total of 28 dishes in the first year! You even get an achievement for that.
